How do I wear a black skirt?

The skirt is high-waist, it's tight, and it's kind of like black legging material. It's really popular. I'm not sure what to wear it with. I'm thinking about wearing them with these tights I have and my moccasins, but I don't know what to wear as a top and as a sweater or jacket, etc. Help please! Pictures will be much appreciated!
