My parakeet is biting help!?!?

I have a parakeet Mochi who I love very much. He loved me from day one. First day we got him he stationed himself in my hair. The only problem with him is that he is a mega biter. However, I really don't think that he is biting out of meanness. Most of the time it seems like he thinks he is playing. I know he really likes to chew and bite things because he has quite a lot of chew toys in his cage. Any ideas would be much appreciated.
