Why did Waylon Jennings write "If you see me getting smaller"?

I love the song by "If you see me getting smaller" by Waylon Jennings. But why does he sing the song to Willie Nelson? Was something happening between them to make him start it off by saying "Willie, we've been constant companions..." so the rest of the song is addressed to Willie Nelson?
